Construction has officially begun on a new year-round gathering place beside the Central Library, featuring an outdoor stage, skating rink, event spaces and natural areas.

Richmond Hill Council marked the beginning of construction on Dave Barrow Civic Square Wednesday, joined by members of the former mayor’s family at the site beside the Richmond Hill Public Library’s Central Branch.
Located at the southwest corner of Yonge Street and Major Mackenzie Drive West, the square is planned as the City’s sixth “destination park” and a central public gathering place for concerts, celebrations, community events and everyday use. The City also sees it as a new gateway to Richmond Hill’s historic Village area.
Plans include an outdoor amphitheatre and permanent performance stage, illuminated Richmond Hill letters, an events plaza, seating areas and a refrigerated winter skating rink that will become an events lawn during warmer months.
The surrounding grounds will include new trails, woodlands, a pollinator meadow, a natural grass meadow, a marsh and a teaching garden. Washrooms, concession spaces and bicycle parking are also included in the final design.
The park is named after Dave Barrow, who served Richmond Hill for more than 30 years, including as mayor from 2006 until 2021. The existing memorial bench and Barrow’s words, “It’s all about community,” will remain part of the site.
Mayor David West said the square will provide a place where neighbours can meet and residents can celebrate together throughout the year, describing the project as a fitting tribute to Barrow’s years of public service.
Council approved the park plan in March 2025 following public consultation. In April 2026, Council also approved a $4.5-million increase to the project budget, funded by $1 million from development-charge reserves and $3.5 million from the City’s cash-in-lieu of parkland reserve.
The City’s announcement says construction is expected to continue through the end of 2027. Its parks project page gives a slightly later estimated completion date of early 2028, depending on weather and construction conditions.
