Richmond Hill Introduces New Animal Regulation By-law

The City of Richmond Hill has introduced major updates to its animal services and pet ownership rules through a new Responsible Pet Ownership and Animal Regulation By-law, which took effect June 1, 2025.

 

According to the city, the changes aim to promote responsible pet ownership, protect public safety, and enhance animal welfare.

Key Changes

  • Cat licensing now required: Starting June 1, all cats, like dogs, must be licensed and wear a visible tag.
  • Limits on the number of pets: Residents may own up to three dogs and four cats per household.
  • List of permitted pets: The city has created an approved list of animals that can be kept as pets. Any animals not on that list will require special permission.
  • New penalty system: An Administrative Monetary Penalty System (AMPS) will be used to issue fines for by-law violations.

Transition Rules

 

Pet owners who already have more than the allowed number of animals (for example, five cats or four dogs before March 26, 2025) may be allowed to keep them, as long as they are all licensed.

Protecting the Community and Wildlife

 

The city’s Animal Services team continues to respond to issues such as dangerous dogs, animals running at large, and wildlife concerns—including cases related to avian influenza (H5N1).
Residents are urged not to touch sick or dead wild birds such as geese or ducks and to report them directly to Animal Services.

What Pet Owners Need to Do

  • Get or renew your pet licence annually (valid from January 1 to December 31).
  • Attach the licence tag to your dog or cat’s collar at all times.
  • Follow off-leash and leash-area rules in parks and public spaces.
  • Report wildlife or sick animals to the city immediately.
  • Check the list of permitted pets or contact Animal Services if you’re unsure about the legality of your animal.

 

Richmond Hill officials say the new by-law supports a safer and more compassionate community for both residents and animals.
